Running dotnet dev-certs https -clean then dotnet dev-certs https -trust from the Terminal will fix the issue. NET Core 3.1 apps might see an error indicating "The ASP.NET Core developer certificate is in an invalid state.". We're currently working on a fix which will be released shortly.
